UBComboBox: new property `allowFilteredOut`

UBComboBox: new property allowFilteredOut (true by default).

If sets to false - do not try to load a filtered out row (probably deleted or historically not actual) it with strikethrough. For UB 1.12 compatibility can be sets to false.
