This reverts merge request !1709 (merged) Package unitybase/base is not a model (do not designed to be added into ubConfig.application.domain.models section), so nobody loads it serverLocale folder

I'll move denyBuildInRoleAssignmentAndAdminsOnlyForAdmins into UBA model and apply this patch
